Re: out of the box .308?
I'd suggest a rather basic, entry-level Remington or Savage Varmint rifle. I'd also suggest a rather basic and reliable scoped bolt action .22lr repeater to do the bulk of your training and practice with. Save the .308 for hunting, matches, and load testing if you handload.
The Savage 12FVSS and Savage MKIIF would be my first suggestions for the two. Until your skills demonstrate a significant need for something better, the Tasco VAR624X42M scope will serve your needs for both rifles, and do it at a very affordable cost. It really is the exception to the rule about only expensive scopes working well enough to seriousy consider buying.
Simply put, these rifles work well, and keep in doing it. You'd need to spend a lot more on a custom build. For the most part, these Savage rifles already shoot better than most of their owners can when they're new in the box, and will do continue to so for quite some time afterward. That's exactly the sort of rifle a new shooter needs to do their basic training with. You should never need to retire them; and they can be upgraded as easily as any others, even easier than most.
