Unfortunately, that area isn't very good for public ranges. I'm a member of the private range in Gatlinburg, Gatlinburg Sportsmen's Club but I'm not in the country and can't help you out there. Unless you're a frequent visitor to the area, it wouldn't pay off to join. If you know a member of the club they can take you as a visitor, and they have a skinny 200yd range.
You have the public range in north Knoxville, John Sevier Hunter Education Center but it can be a pain from what I hear (never shot there). 100yd range, bench shooting only. They also have skeet and pistol ranges. I'd recommend contacting them for more information.
There is another private range about an hour from there in Oak Ridge, Oak Ridge Sportsmen's Club and they hold public shooting there too on weekends for CMP matches. That weekend is a CMP match, and they even have loaner Garands and 1903's to shoot.
