Will a PRI flip up or ARMS #41B flip up using a rifle length gas system fit outside and function with a Geissele 13in MK4 or MK8? If not what rail length would I need to achieve this?

No, you would need a 12" handguard with a rifle length gas system if you eanted to use one of those gas blocks.
