Proof barrel point of impact shift?

Good morning guys, I don't post a lot here but I picked up a used 22" Proof Carbon Sendero-Remington 30/06 action from the post exchange here. It had low round count and I checked it with a bore scope and it looked to be in great shape. I worked up a load with 190 Bergers that shoots .5 or better MOA for approx 4 round but then shifts the point of impact 3 inches low and will put 2-3 rounds in a .5 MOA group. I thought it needed bedded or something that I am not skilled at so I sent the gun to Tooter Meredith for resolution.

As of right now Tooter has fully bedded the stock and is trying to find the resolution but it appears to still be shifting after I talked to him last night. I have read a few posts on impact shift after a few rounds but I have 5 other Proof Sendero barreled rifles with no issues. They can shoot 10-15 round strings with no shift. I did the normal swap of scopes, bases, rings and the things I could do at home. I run Nightforce scopes, bases, and rings. I'm not upset with the seller at this point because I bought a used gun and I have had really good luck with Proof barrels. My GAP 6.5Creedmore shoots 3/8 MOA with 20 shot strings. I am in hopes it is not a barrel issue since I bought it used and I doubt Proof would offer any assistance with it but as stated above, I have several Proof Carbon barrels with no issues. Has anyone had this similar issue? Several factory ammo combinations have been tried but I run the 190 Berger at 2890fps. I apologize if this issue has been found before and I just missed it.
 
I believe in the past proof has taken barrels back, tested them, and if found to have a poi shift, replaces the barrel.

I could be wrong, but I believe I have seen some posts confirming this.
 
Proof will likely replace it, they did on my buddy's 7saum

my buddy had a 7 saum than would shift .2 low like clockwork...we verified it with 2 different shooters at both 100 yds and 1000 yds...he didnt like it so he sent it in and they replaced it

my current 6.5 prc is a hammer unless it gets too hot (5-7 rounds quickly) and then it starts throwing rounds high and left...let it cool and its back to perfect....its a hunting rifle so i dont really mind, just have to be aware of it

at the same time, i know 3 buddies with proof barrels running short magnums and theirs hold up great for 10 round strings, no shifts in theirs

Just has a great conversation with Andy at Proof and they are willing to work with me to resolve the issue. It appears it is a barrel issue and even though I bought the gun used it appears they will take care of it. Tooter is going to check a few more things before the final decision is made but it most likely is the barrel as some have suggested. What great customer service Proof offered and it was refreshing to talk with someone who cares. Other companies may do the same but this was my personal experience.

I have several Proof barrels. All are fastest barrels I have tested across the board.
My bolt .223 AI is a 10 shot group hammer.
My .223 AR was good at first but now really moving around. Not sure why.

Initial testing on a .204 AR is promising .5 moa accuracy.
