What MOA it shoots will be largely dependent upon who threads, chambers and screws it together.
Also, because a rifle has a 1/4moa guarantee does not guarantee that the owner will be able to shoot 1/4moa with it.
A trued 700 in a M40A1/HTG stock is a good rifle, but I personally do not like the ergonomics of the stock in a scoped rifle. I could probably shoot the same barreled action in an AICS with adjustable cheekpiece set up for me better.

-depends on what accuracy you are capable of as much if not more, than the accuracy the rifle is capable of. I'm not trying to be a dick (it comes naturally I guess), I'm being honest. Personally I cannot shoot groups for crap, and am happy with most of my shots on paper being just-sub moa. I guarantee that my rifle is capable of better than that, but I'm not going up a wall to chase it. I don't get overly anal on loads, I'd rather have a sub-moa load that's easy to crank out than a perfect load I have to spend weeks making.
Either build sounds great. If you are a traditionalist, go the 700 in the HTG. If you find yourself poring through the pictures of gorgeous custom builds here in the photo threads,go with the custom.
