In .223/5.56, a Lee sizing die is usually capable of punching a flash hole in Berdan BRASS cases. There was one in the last batch of stuff I reloaded.
Can't really recommend it though, as a regular practice.
If by "practical" you mean "fast", not really, IMO. The water thing is slow, and the little can opener-type device sold (years ago???) by RWS or Norma or Lapua or whomever in northern Europe is not much faster according to my sources.
I got 1.25/lb for my last batch of retired brass. That's where I put all my Berdan stuff. If the hobby/enjoyment factor isn't there, I refuse to be a slave to false economy. The time involved in messing with Berdan-primed cases is not worth it to me.
