If you cannot get a 700 action for your budget, look at the 721. 2 differences I know of are the straight bolt handle and need to mill the rt side of the tang for a 700 safety.
I had RW Snyder turn a 270 from a 721 into a 300wm with an M16 extractor. Damn fine shooter and short shrouds are sexy.‍
