Gunsmithing Remington 700 Riveted Extractor

I made a small tool with an offset lobe on the front that acts like an anvil on the inside. I hold it in a vice, put the bolt over it and hammer away on the exterior. While I was typing this I came up with a easier way to make the tool. Turn it to rim diameter then make a relief cut of about .150" long X .080" deep, leaving about .060" full diameter in the end. Again hold it in a vice and bang away.
 
I don't. Let see if I can describe it better. Look at a cartridge case head. Make it out of steel. Widen the rim a bit. Cut/relieve where the extractor groove is to allow the rim to go under the extractor and make contact with the head of the rivet.
 
Could you just use a case head?

Remove the ejector.

slip the case under the extractor.

Bolt in vice.

Peen rivet against case head.
 
Okay Dave, I now see what your saying. However I do have the tool for hammering the rivet. Where my problem is, is putting the extractor in the bolt itself. I am doing something wrong, when I install it, it will not extract the case. I'm sure I'm doing something wrong, I just can't figure out what it is.
