Rifle Scopes Ring Measurement & Shorthand

I admit I do not have a clue so please be patient and help.

Let's say you want to mount a scope on a rail and you want the center of the scope at 1in above the rail. Do the people who make the rings measure from the bottom of the ring that sits on the rail to the centerline of the ring?

Do all manufactures use the same standards for measurement?

Hello. Like the previous poster said, most rings are measured from the point at which they engage the rail, to the center of the ring (the center of your scope). There is no universal standard, but most manufacturers conform to this convention- perhaps the military requires it for their contracts?
