After scouring the Internet looking for a tool for this and finding nothing, I decided to see if I could make my own, and here is the result.
It started as a Sinclair Bolt Vise from Brownells, about $20. Yep, that's that Brownells calls them. It's made for an AR15, for reasons unknown since there are already a lot of variations out there for the AR. There is also a tool for two sizes of bolts that I think would work on the RPR, but it's around $60 and Brownells is always out of stock on them. I figured that if this did not work, I'm only out $20.
It would have been a lot cleaner done on a mill or even a stable drill press and machinist's vise but I have neither so out comes the file and Dremel with a drum sander.
I had to remove material on the face of the notch to allow the bolt to drop in correctly. The geometry of the RPR bolt is a little wierd. Once I knew the bolt body would drop in and clear the lugs, I deepened the "slot enough so that when the compressing bolt was screwed in it would clear the bolt face rim and contact and depress the ejector plunger. Below are the results.

On a similar note.. I've read a couple of post pertaining to the loss of the ejector spring on the Tikka bolts and the non-availability of it without having to purchase a $50 kit. In the course of looking at different options, I found that the Sinclair tool for Removal of the Remington 700 ejector and spring will also work on the Tikka. It needs a little more compression than the tool offers, but this can be done by placing about a 1/16" shim between the lug and the rear face of the tool. I'm thinking this cold probably be fabricated from a plastic washer of some sort that you could probably get from Home Depot ot Lowes.

Hope this helps someone prevent losing a spring.
