The Signature zee rings always look scary to me because the area on one side of the clamp that basically flexes to tighten the ring, and they only have a single screw on each side of the ring tops, but I have to admit I've used them for years and never had an issue, and you never hear anything bad about them. The XTR version are much more beefy, ring inserts are thicker/more solid, but they are surprisingly bulky/heavy and I believe they are pic rail only, no direct dovetail mount option.
I don't think Spuhr does MOA rise in any of their hunting mounts, which is too bad because I'd happily use them as opposed to their bigger mounts. They just look cleaner to me, and the rings are narrower allowing for more scope adjustment, and I don't need all the attachment points. Maybe Spuhr knows that if they offered MOA rise in their $220 hunting mounts, many would not buy their $450 mounts
I think you could also use the direct mount Sako TRG 3 ring scope mounts, but the prices on them are pretty steep, the only thing that might conflict is I think there's a recoil lug on the TRG mounts and I'm not sure if it's removable.
Sako also has a dovetail clamp on pic rail but I don't think it has any MOA rise in it but it might have the same recoil lug issue. As you said I don't think any of the 2 piece optilok bases have MOA rise in them. That said, tens of thousands of shooters are using pic rails and scope mounts and not having issues. So my "reduce any possible issue" brain agrees with one less component being good, in this case I don't think there's much risk if you wanted to go with rail/ring combo. If you were really worried about it you can bed/epoxy the rail to the gun, both Sako TRG and AI do this.
EGW makes a 11mm dovetail clamp on pic rail with 20MOA rise, but I can understand wanting to stay away from a rail.

AI also has reasonable priced dovetail mounts with rise in them that use reducers for 30mm tubes, again no idea on a possible recoil lug interference. They offer 18, 28, and 45 MOA rise versions.
