I have a couple AR lowers and Im looking at getting a 12in barrel for a LMT upper. My question is, when I buy the upper, do I have to send it to a class 3 or can it come strait to my door like a normal upper?? second question, Once i register it as a sbr, is the lower I put it on forever a sbr or can i just sell the lower as a lower or swap my sbr upper onto another lower without having to register the second lower??

1) Yes they can send it to your house as long as its just a barrel or upper.
2) If you have other lowers or stocks and so on, without paperwork.... that can be considered "intent to assemble an unregistered NFA item". Thus landing you in hot water.
3) Once it is a registered lower, it stays that way. You can put other uppers on it as long as you keep the configuration you registered it as at all times. You can sell it but it would have to be transfered by a dealer.
4) You cannot swap a SBR upper to any lower. It has to be on a serialized lower that is tax paid.

You can have the upper mailed to your door. Who says it is not for a pistol AR?

Unless it's for a pistol lower, but it has to be configured as a pistol. No paperwork for those. If you ever put it on a rifle lower it has to be registered as a SBR. So if You have a AR Pistol it could go on that now, but if not you have to WAIT for your tax stamp.

you are wrong,,,he can sell it in state without a dealer, out of state he needs an SOT
