1) Yes they can send it to your house as long as its just a barrel or upper.
2) If you have other lowers or stocks and so on, without paperwork.... that can be considered "intent to assemble an unregistered NFA item". Thus landing you in hot water.
3) Once it is a registered lower, it stays that way. You can put other uppers on it as long as you keep the configuration you registered it as at all times. You can sell it but it would have to be transfered by a dealer.
4) You cannot swap a SBR upper to any lower. It has to be on a serialized lower that is tax paid. </div></div>
you are wrong,,,he can sell it in state without a dealer, out of state he needs an SOT
