Rifle Scopes scope leveling question

i am trying to level a viper pst to a r700 ss. i have tps med rings and egw 30 moa base. i first tried to level from the base and the elevation turret. when i looked trough the scope it didnt look level to me so i took the bolt out and leveled from the rear of the action. the action and base were totally different. so i leveled the scope to the action and it still didnt look level to me. any info will help. thanks

Use a feeler guage to level the bottom of the scope to the base.

i think i figured it out. i have to take my rifle off the bench to look through it and i didnt have the rifle level wile looking through it. when i held it level it looked perfect. i know, im a dumbass right?
