Wondering who all makes a good scope mount with a built in level? It will be 34mm and need to be 1.5 high and am looking for 20 moa. Thanks in advance

Agreed. With proper cheek weld you have to leave position to see it. I do like the leveling wedge for set up. Makes it easy.The problem with built in levels is they are hard to see when you are behind the rifle. I have a couple of Spuhr mounts as well those mounted in chassis and all of those have a scope mounted levels due to this. My personal preference is the Accuracy 1st level.

would this be the case on a custom quality action and mount?NATO spec PIC rails are poor mechanical references for "level" due to the way NATO spec is written and tolerance stacking issues.

2. Never use a rail-mounted level you have to align it with the scope reticle, you want a tube mounted so it can be adjusted.

You'd have to provide context to your shooting for me to say if you need one...
but for 90% of the shooting out there, no, levels are not needed, levels are a fairly new thing in the big picture.
