Scope out of adjustment

I put a 20 moa egw scope rail on my dad's 10/22. It has a vortex crossfire ii 6x18x40 scope using warne steel medium height rings. At 100yds the scope has no more vertical adjustment, you have to aim 10 inches high. The scope has 50moa of adjustment. I'm confused. I thought the 20 moa rail would help the scope not use as much of its internal adjustment. Should I put a 0 moa rail on? Shooting standard velocity ammo. Thanks for any help.
 
Pic. The rail can't be installed backwards because of the bolt pattern ( just released this! Lol ). The rifle is taken apart for a detailed cleaning in preparation for a victor titan stock, GM bull barrel, and a ruger BX trigger.

May be experiencing barrel droop, meaning the barrel is sagging under it's own weight. It's pretty common with Bull barrels on 10/22s. You can either bed it or buy an after market v block to help alleviate the issue.

I bedded mine with Devcon to fix the problem.
I thought barrel droop because I've experienced it with a break barrel air gun but never heard of the issue with a rim fire so I didn't mention it. That's crazy I didn't know that was a thing w/ 10-22s as well

Does the barrel contact the stock. Try putting a spacer between the stock and the barrel near the front end of the stock that will put upward pressure on the barrel. I've used a stack of business cards before. Doesn't need to look pretty to try. ;)

I just noticed in the 10/22 First Build thread that I stated they were Burris medium height rings. I just went back and checked all 3 orders I made for the XTR Signature rings and they were all 1-inch height (low) rings. Here's exactly what I ordered each time:

It's the nature of the beast with really heavy barrels that are fit to "drop in" tolerances and do not thread into the receiver. I will almost guarantee you this is what you have.
