Scope ring bases for an H&R M12 target rifle?

The newly made SK pic rail, ( copy of a Ken Viani rail) was a waste of $224 as the fired brass bounces off the underside of the rail and falls back down into the loading ramp about half the time and it gets really annoying picking it out by hand. Does anyone make a set of picatinny bases that will work on an M12 action, front and rear.

Harrel's makes a black set but they only fit a round receiver of 1.375 and the H&R measures around 1.150 or so.
