Is this galvanic corrosion from aluminum rings?

I am swapping scopes around this weekend due to acquiring a new one through a trade and when I pulled the scope apart I found this.

I tried alcohol and gun oil to wipe it off, neither or which have any effect. Anything I can do to keep this from happening again?
 
Can't offer any help on the cause, but you can try to mitigate the color using this. Clean it first real good so there is no oil or dirt. Soak a q-tip, keep rubbing the q-tip over the area until it turns darker. You may need to get a fresh q-tip and do multiple applications as the acid will become neutral as it changes color.

Looks like they put loc-tite under the cap. Can try acetone/nail polish remover but ideal one would be nitro containing model airplane fuel.
 
Happened to me several years ago with a USO in Seekins rings, no Loctite was used. Residue came off the rings super easy. Took a whole aerosol can of graffiti remover and a nylon brush to get the shit off the scope tube, nothing else would touch the residue. Came out spotless.

Never seen anything like it before or since.
