Can it be used to measure the loaded cartrige and thereby setup up the seating die--absolutely.

It is supposed to be able to be used to check length of ammo to lands but it never worked for me. Probably operator error but I just use a dummy round to do it so I have it for later also. I do like that tool to check how much I am setting back the shoulder when FL sizing.

They can be used to measure distance from the lands, but if your bolt has a plunger ejector, they work better if you remove it. Since you only need to get the measurement once, this is not a big deal.
