Setting up a SEB Neo rear bag and rest alignment

I am new to FClass open and want to know the proper way to select a rear bag and set up my SEB so that I get consistent return to target after a shot.
I have shot a couple matches and struggled with returning to center x ring from shot to shot.
1)I think my rear bag may be too high because I’m on my elbows.
2) After the shot when I return the rifle to the front stop the aim position on the target has shifted randomly (hold joy stick or not?)
3) I have to keep adjusting the rest up even though it is locked. (We are on a concrete pad)
4) what steps do the pros go through to set it up correctly
I have confirmed my scope isn’t moving. I know this is a long post Thanks in advance.

answers below assume you truly meant neo and not neo-x.

2. not uncommon; holding joystick is a hot topic in the community, i personally don't, the community is fairly divided on the issue
3. adjusting the rest with the knobs or raising it up with the joystick?

-- i would probably try adjusting the tension knobs stiffer with the trade off being harder to adjust the joystick.

Thanks for the reply .
I was raising it up with the knobs. Just Watched the vedio on setting the tension. For the rifles weight. I got it second hand but it was well taken care of.
