Should Accuracy International AX308 muzzle brake tighten onto shoulder of barrel?

Took off the brake today and when I went to reinstall it, the brake tightens up to the barrel at a right angle to the correct position. It looks like the threads will engage in only one position. I don't think I've lost a washer. Is the brake held in position only by the set screw?

The brake clamps on and has a set screw. Mine doesnt lock up to the shoulder.
