Gunsmithing silly question about chamber reamers

Since I have zero knowledge about freebore, blue prints and reamer measurements I have a question.

Can I just load up an empty shell (no primer or powder) with the bullet I want to use at the length I want to run and send it off to one of the Makers to make the appropriate reamer for that cartridges measurements?

also can the manufacturer make me a sizing die based on that specific reamer or is that something the smith doing the chambering does?

custom dies are that expensive, huh? I paid $200 for the redding comp die set, are we talking that price range or substantially more? Do you need a custom seater also or will the custom sizing die and a regular manufacture seater die work?
