Hell, it's on the best shipping routes... it has the resources. It's close to EU. And, yes, there is a manpower pool.

While the USA and their allies have been treating Africans with disrespect for generations, the Chinese are way ahead of your plan.
The Chinese have been coming in all nice and respectful and friendly like and buying up all the good stuff in africa in a nice soft way that lets the local tyrants still feel good about themselves.
What folks don't understand is the Chinese plan to become a great world economic and political power.
Folks like to downplay them all the time, but they forget, back at the end of the 1940s they were not much better off than Afghanistan is today. They were just coming out of 100 years of shame, being invaded, subjugated, ruled, slaughtered by their enemies with nothing much but a broken peasant population in abject poverty.
They have come very far very fast.
They are pissed off for how the world treated them the prior 100 years and on a mission to make sure it never happens again.
The USA likes to go around as the global playground bully beating everyone up, tea bagging everyone's face and stealing their lunch money.
China goes around saying, hey we aren't as bad as that guy, why not come to our side.
As brutal and ruthless as the CCP is, they understand what destroys a society, and all the things that are destroying our society now are things they are banning and clamping down on hard over there.
Americans think war is the only way to power because that's the American culture.
The Chinese culture takes a much longer view of how to come into power and stay in power.
One can win the short game and lose the long game.
One can have the best armies and military, and still find themselves a second rate player in global events one day.
You should read the old chinese proverbs about the king that slept on the thorn bushes and ate the bitter herbs to remind himself of what was important.
The USA won't be beaten in a conventional war.
The USA will fall from dominance because it has been rotted out and hollowed out from within.
