This is the history of the Continuity of Government Plan in America
Here are the basics:
- Pragmatically, @ 1950 the Gov starts building underground bunkers for the insurance of continuation of the federal government in the event of a national emergency
- 1960s at Mt Weather they start gaming out Civil Crisis scenarios, by 1970s Mt Weather is accused of spying on Americans
- '67 - '68 Operation Garden Plot and (sub plot) Cable Splicer run in OR / WA / CA/ AZ; DOD est Directorate of Civil Disturbance Operations; later revealed all major cities have such plans and sub plans.
Fast Forward to 1980's - it starts getting crazy
- 1979 -> present day Continuity of Government becomes the purview of FEMA by absorbition
- 1981 Louis Giuffrida is confirmed head of FEMA - he has previously engaged in planning for the mass round up of 21 million that were to be relocated to camps; he is later investigated and removed for waste and fraud - Al Gore lead the inquiry.
- 1981 Regan sets up Emergency Preparedness Board - FEMA > 22 Agencies / North drafts plans for Martial Law, includes suspension of Constitution / later Regan modifications to COG provide for hidden Executive Orders that are only revealed once the initial stages of the emergency are present
- 1983 Inslaw / PROMIS - effectively PROMIS (Prosecutors Management Information Systems) is stolen by the DOJ and given to Rafael Etian, chief of the Israeli defense force's anti-terrorism intelligence unit - this becomes relevant to Robert Maxwell -> Ghisane Maxwell -> Epstein. PROMIS allowed the aggregation of court systems data bases. The intelligence community saw a means tracking humans. Through COG a data base was started on Americans.
- Under testimony it is revealed that Oliver North is running PROMIS against "dissidents and potential trouble makers within the US" from his WH office, which is linked to the DOJ. Under testimony North is asked about his martial law plans by Jack Brooks (D - TX) and the line of questioning is barred
- 1993 Clinton reorganizes FEMA
Fast Forward to 2000's
- 9/11 is first time COG is put to use
- Many aspects of prior modifications of COG come under scrutiny but are not associated with the COG itself under Bush 43 including Rendition
- 2008 data base is thought to be created by the DIA for COG called Main Core, it allegedly contains 8 million Americans that under COG can be arrested and detained without the benefit of Constitutional Protections in the event of a National Emergency. Main Core is thought to be the data base that holds all of the illegally obtained info (FYI - in spite of several searches that Salon article is still elusive, scrubbed?)
- PROMIS is upgraded to PRISM - newest data base aggregator combining social network analysis and AI; able to predict what the target will do, and where they will turn for help.

TLDR: The Bush, Clinton, and Obama groups learned how to weaponize COG, and as a result it could be monetized as well. PROMIS was exactly that - a foreshadowing of what was possible - total control. The overwhelming odds are EVERYONE in America has a Main Core file. What are the odds Bill Barr no longer works for the CIA? Details on what constitutes a national emergency are squishy, under declared COG, POTUS + FEMA have vast powers.
