I've been informed by a "Special Agent" from the state that they have some of the brightest and best people working in the TN state government. To which I responded with a laugh and I told him that he can blow that up someone else's ass. I've employed people for thirty years and I can count on one hand how many were worth a shit.
My last dealing with the TN state government was to verify a VIN on a vehicle that I was buying from the state of Alabama. The person actually told me to open an account for Car Fax and pay the fee to check it. I responded by telling them that I pay a great deal of state taxes and they had best do their fucking job or I will be calling my state senator and representative on their personal cell phone. A few minutes later they said that the VIN is good to go. I then had them email me the information.

Because he was born in Canada he has a Canadian birth certificate and because his parents were American citizens he automatically qualified for citizenship. At some point his parents should have gotten naturalization papers for him, which due to their being citizens was pro forma. It's the same with military dependants born over seas.

May have changed in 40 plus years, but my first two were born overseas and we automatically received certificates sh ok rtly after. Could have been some of the required paperwork at the navy hospital.
My experience has been that govt paperwork never fills itself out. But, if your kids were born in an overseas “Navy Hospital,” the hospital admin knew all of the paperwork that you needed to fill out for your kids. This is likely not true for a hospital that doesn’t routinely administer to US patients.
Don't even need that, they should have filed a Form FS 240 at the nearest consulate and that would have taken care of it (citizens report of a birth abroad). Sounds like his parents didn't do their due diligence.
