    This does beg the question. Is ripping off an illegal alien a crime in America. The victim is not a US citizen. And we are not talking violent crime.

    It's still theft even if the victim is an illegal. However, "holding" the money for the illegal till he returns to the country of his origin and then giving it back is justified.
