Strange 10/22 scope rail problem

I recently inherented an older standard 10/22 with the 18" barrel and wood stock. It has a flat rail with no screws or cross slots. I'm guessing the gun is from the late 70s or 80s but could be a little newer. I've tried 3/8s dovetail and weaver rings and they don't fit right. Either are crooked and both barely grab the edges of the rail. I would love to just throw an aftermarket picatinny rail on it but it doesn't have any screws. Also the rear sight is kind of busted, the front sight is part of the barrel so it seems I cannot use after market irons either. Anybody know what I'm talking about or what I could do? I really want to run a 1x4 optic in a QD mount but I'd settle for just being able to mount a scope in the first place.

Well I looked again and it does have 4 flathead screws holding the base in. They are in there super tight. Couldn't get em loose with the biggest screw driver I that fits the slots, any ideas?
 
Does this look like it's fitting correctly? Also any idea how I could replace the irons? I can live the the front post but the rear is chipped and missing a side.

Just call Ruger customer service they have always been great to deal with tell them about the rear sight and have your serial # handy good luck.
 
Brownells has the rear sight 780-010-043WB and they're on ebay too. Can't really tell from the pics but probably not the right rings for that base. Didn't some of the 10/22s come w/ unique bases/rings?
 
I'm guessing so, it's an older rifle I'm hoping that I don't have to find some ruger rings. I think if possible I'm just going to get a pic rail for it and that should do it.
 
Gotta love Amazon. Now just gotta decide do I use the 2.5x24 with duplex reticle I have, my 4x14x44 PA rgrid that's off my savage bolt action that's being sent back to get fixed or a straight 4x duplex that I got cheap. Need some rings too.
