Where can I purchase a tall target from, I went to Mile high’s web site and nothing came up on search. Frank had one on podcast but I was driving and not sure if it’s his or purchased. For Tall Target Test of new optic. Thanks

That target frank was standing next to was not tall at all. It just looked that way!
 
How about a roll of butcher paper, a staple gun, a felt-tip pen, a straight edge, tape measure, a level/plumb bob and some 1x1s screwed into a frame?

That's really all there is to it. 1.0 mil = 3.6" @ 100 yds, 10.0 mils = 36" @ 100 yds. Mark them and everything you want to check in between and you're done.

Just draw one out on cardboard. Those targets seem cheap, but the shipping is crazy expensive

This is what I did, large cardboard box from something I bought, cut a side out, got a ruler and a sharpie, takes 10 minutes
put some little bullet hole cover up circles I had laying around from glow shot targets and used it over and over
