To be fair, one of the older designs (the bottom pic you posted) does look similar to Somalia. However the actual flag (the one in the story above) doesn't really look like the Somali flag other than it has a star and a shade of blue. And the Minnesota state motto is something along the lines of "the star of the north."

But, the flag is pretty plain and boring. A waste of about $35k and many hours on something that didn't need doing.
