Rifle Scopes Thermal or NV Technology

I understand how NVG's and Thermal Vision workds from the physics point of view, but:
What factors enter the tactical decision to use Thermal <span style="font-weight: bold">or</span> NV?

If one only has one choice...

couldn't find the link to this question, but if someone will list it...thanks in advance.

NV....

Thermal is great for target detection, NV is great for Target recognition. Ideally you would want a a hand held thermal to find targets, then NV on a gun to identify and engage targets.

What he said. You can't discern recognizable features on a thermal but you can sure as shit tell that something or someone is there.

On the flip side, with NV you are able to make out features which will allow you to ID targets but finding them isn't no where near as easy as when you're using thermal.
