Traveling Out of State With An SBR (Lower only?)

Hi folks. I 've seen a few threads on this subject elsewhere and I need something confirmed for me, please, if you can.

I know that if I want to travel out of state with an SBR (11.5" barrel), I need to fill out an ATF form. What if I put a 16" upper on that SBR lower, leave the 11.5" upper at home, and only go out-of-state with the 16" upper installed? Do I still need a form to do that or am I good? By my current understanding, an SBR is only an SBR if it has that short barreled upper attached, otherwise it's just a regular firearm.

Also curious if I need a form to take a suppressor out of state or if it can just be slotted into the gun case and taken wherever so long as it's legal to have a suppressor there.
 
Thanks y'all, that's what I thought from what I've read all over but wanted to make sure.

Since I have neither an SBR (yet) or a suppressor (yet), neither really matters right just now but good to have info for when I do.

As long as you go the route of an SBR and are willing to pay for and then wait for the tax stamp then you should be good.
However if you decide not to get a stamp and build an AR pistol then I don't believe you can assembly it as a rifle without filling out paperwork.
