Rifle Scopes Truing scope movement at 25 yds

Figure it will be easier for me to test my scope movements at 25 yds since I no longer have access to a hundred yard range. Want to test them to verify tracking measurements. Figure making a test target with .9" mil measurements instead of 3.6" should work as that is 1/4" of a mil. Any reason why this wouldn't work in the comfort of my own home or yard?
 
Also the point of impact may/will not transfer to longer distance. 1 moa at 100y is only .017 degrees of variance, as the holes in the paper represent arcs not distance. at 25Y .00425 degrees of variance will equate to 1 moa at 100Y. In short, bullet holes at 25Y may stack one on top of the other and you would not be able to see the true spread.
 
Not looking to test where the bullets will hit but the scope's actual accuracy of clicks. Will be able to see if clicks are the right amount for the distance travelled or slightly off.
 
50 yards is easier if you can do it....25 yards can be done to see gross stacking error over a large adjustment range, but finding some other smaller errors might be a little challenging. The measured distance at 25 yards needs to be exactly on the money. A few inches here or there can make a difference. Quite aggravating actually. Even at 50 it needs to be measured really carefully although the room for error is a little wider.
 
Because you're dealing with mils, I highly recommend tracking in meters. It's going to make your line gaps MUCH easier to calculate. When using yards, you'll have a whole mess of decimals to deal with and a higher chance that you're tracking will look off. Also recommend taking you're eye position out of the equation (as TimK mentioned you need consistent placement between every dial). So for better accuracy, use a phone mount or something if you have it available...

meters or yards, never had an issue with either as long as set up was done correctly.
