I have owned the rifle since 2003 and never thought anything about it having two screws on the side of the receiver. Is this something positive or negative or completely irrelevant?</span></span>

Re: Two screw Rem 700 receiver?

I'd say irrelevent. The screws where used at one time to attach certain types of open sights and maybe even a scope if memory serves.

An interesting side note. I just did some work to a brand new Remington XCR tactical rifle that had the two screw holes in it. I don't know why they would be added to a new rifle but I guess they thought it should have them.
