Updated to 51 dogs. The have not been left in cages to die.
This was caused by a late CDC suspension of dogs entering the United States.
"Beginning July 14, 2021, there is a temporary suspension for dogs imported from high-risk countries for dog rabies."

Compounding the problem is another organization that ran into the same problem, but with over 130 dogs and puppies. Kabul Small Animal Rescue (KSAR). Those dogs were released into the Airport before evacuation in an area for housing airport personnel. One caretaker being the founder of the organization elected to stay behind to care for a few of the ones she could. Charlotte Maxwell-Jones, was forced to leave the airport and go to the Taliban. The Taliban provided escort to the animal shelter, 7 miles outside of Kabul.
There is some confusion on the number of dogs that were released as KSAR and the Veteran Sheepdogs of America were pooling their efforts at some point and the counts are off in the reports accordingly.
KSAR's intent is to return to the airport once regular flights resume, send another chartered flight and rescue any surviving dogs.

I've pulled this story together hastily from various sources. Some of the above details may be in error. I.E. I don't know why the CDC ban created a problem for the dogs to merely board planes traveling to Ramstein if they had means to retain the dogs in Germany.
