OK - I apologize in advance if English is not your native tongue, but I have read and re-read this "question" several times and I can honestly say I have no idea what you are asking. It seems that you are trying to establish a base set of fitness parameters that define, in an empirical way, what is "fit." Certainly, such a model could be produced, but it would have very limited application since individual fitness is - individual.
Additionally, the performance standards will vary as to the activity involved - are we talking strength, aerobic conditioning, flexibility, body mass index, what?
First, identify what you want to achieve for your personal definition of fitness. Once that is done it should be simpler to identify certain milestones or benchmarks that define your optimum fitness level.
For instance, Crossfit uses the "Crossfit Total" for a benchmark - it is a combination of your one-rep-max of deadlift, shoulder press and back squat. It is a pretty good benchmark of overall strength. There ought to also be a measure of speed, agility, and conditioning - say running 500 meters flat out without throwing up in under a half minute, or a seven minute mile pace on a 5K run, or doing 15+ rounds of "Cindy" in 20 minutes.
So, what are your goals?
