I stayed away from Millett for a long time until I was forced to use a set of their rings to mount a Leupold VX-II 6-18x40mm scope on my CZ-452. I am very happy with their rings in this application.
Millett offers a 30mm high ring that may work for what you have mentioned above. The part number from Millett is TP00715.
Things to pay attention to are eye relief #1, and focus range of the scope, #2.

I dont know anything about the scopes you mentioned but, the reason I say pay attention to eye relief is because you are somewhat limited to mounting on the 11mm dovetail on the cz.
A large scope (willing to bet the viper pst is rather large), with a decent amount of eye relief, may need to be mounted farther forward than the dovetail will allow to get proper eye position on a rifle with the shorter length of pull a rimfire generally has. This is very important especially if you plan to shoot in the prone position.
A little homework using yourself (how the rifle fits you), the dimensions of the receiver, and the dimensions of the scope housing will confirm whether or not you can mount the scope close to where it will need to be. I would hope someone at your gun shop will be able to help you with this.
My concern with eye relief is that the turret housing of a large scope may NEED to be forward of the ejection port on the CZ for proper eye position and cheek weld. There is limited space forward of the ejection port for your front ring.
There is a possibility of someone making an extension ring that could solve this problem but I am unaware of a manufacturer that does.

The Viper PST is a long range scope. It has a side focus. The focus range is the range it will focus from shortest distance to "infinity".
A .22 is mostly fired at targets within 50 yards. Not saying they are not used at longer ranges but for the practical use of the caliber your scope really needs to be able to focus down to 50 yards at minimum with 25 yards or below being optimum.
