Bulk plastic beads that are used for blow molding. They look about the size of a rice grain and work really well, no downside that I've found.

We have a lot of plastic molders in the area (Rubbermaid, Husky liners, K-Sqare) so easy to come by here.

Dacron sounds good but just made me chuckle a bit:

My wife--" honey have you seen my beenie babies?"

Me: "huh?!" Standing with three beenie babies duct taped together like stuffed animal hostages.

Airsoft BB's do work well, but if you want light weight, get a couple of the foam pipe insulators that are long and round. Cut them up into small (maybe 1") pieces and stuff your rear bag tight with them. VERY light, moisture proof, and long lasting.
