It is a carbine so with the shorter barrel my guess it wouldn't be good for long range shooting?
So what is this rifles intent?

You already answered your own question (Not for long range) so it would be used for close to medium range targets or in a LE application it could be used for clearing rooms with the extra knock down of the .308 It also could be used as a light weight hunting rifle for close to medium range big game.

I have one like that but a DPMS AP4 - 16" barrel and I use it for hunting but easily see it as a back-up rifle on a Team; especially since it can use the same rounds as the Precision rifle.

Frankly, I think the shorty 7.62mm carbines are badass. Done right, a rig like that with good optics and a capable driver would wreak some serious havoc. You could do room clearing and mid-range work with it. There's actually a great build like that on the for sale forums, I think. Eventually, I'll add one of those to my stables.
