I have seen similar and wondered as well.
My personal opinion is I don't think any of the ass hats I have encountered in the PO have any spare brain cells to donate to recreational pot use.
Your just seeing the fruits of a gooberment run agency riddled with DEI and non performing business model with no threat of repercussions.
 
I ordered a part from Australia a couple of years ago. The Aussie post sent it across the Pacific to me on the west coast. I returned it via USPS since they actually delivered it to me. When I returned it, the USPS shipped it EAST! It went to the east coast, Ireland, England, Germany, Italy, middle east, India, a few SE Asia stops, New Guinea and then entered western Australia and trucked itself east.

For about $20 dollars it went the long way around the earth over about 10 days.

The original formation of the USPS is interesting history.

Basically, private couriers were cheaper, faster and safer, but US Fed.GOV made competing services illegal when they created the USPS, and it’s been downhill ever since.

Everything FED.GOV touches turns to shyte.

This reminds me of an effect that one can see with one's own eyes. Some people are so obtuse that if you tell them to move to the other side of the room, they will exit the door, walk around the block, walk back in the door and over to the wall you pointed at before. And then wonder why you made them do all that work.
 
I don't want to win. It's just sad, chronic dope smoking and the collapse of education in this country has literally created tens of millions of absolute fucking idiots. They cannot do even they basic functions of a job no matter how menial.

Want a good laugh, next time one of them says, "It's a right" as them where they learned that. Or even better, Where the government gets money? Or something easy like, What's the blinking yellow light on a car used for?
