A good second handed Anshutz modell 54.
I don't know what you can find them for there in the US, but I am very certain that it should be no problem within that pricelimit.
Then you have a gun that is capable of winning Olymipic games, and a barrel that always will shoot better than you do.
The stock is perfect for prone and position shooting to.

For $600 shipped, you can get a new CM-2 from MTGuns.
It is boringly accurate, and the best part of it, it is accurate even with cheap ammo. Mine likes Eley Sport for example, which is about $2.50 / box.
