Which Alabama Sheriff's Offices haven't been running NICS checks for CC permits?

Talking to a friend w/ local shop last week and he mentioned getting notice from ATF that they could no longer use AL concealed pistol permits in lieu of NICS check for transfers. Supposedly some AL Sheriffs offices have not been running NICS when they issue permits so they've stopped allowing use for transfers state wide. General story is widely circulated but no mention of which counties.

I haven't heard which counties screwed it up this time, but about 7 years ago a buddy of mine who was at a local PD at that time damn near ended up in a Federal jackpot for selling a gun to an individual with a valid CCW (issued in Mobile County) who ended up being a convicted felon.

The buyer ended up doing a Federal stretch, despite believing that his rights had been restored per his original case paperwork and his having "passed" the background check for his Pistol Permit. My buddy damn near went along for the ride, but successfully explained that he'd acted in good faith in verifying the guy's valid permit and WTF was he supposed to do, etc.

I'm sure not all, either do to funding or personnel restraints, do a check before issuing. Alabama has no uniform code for the cost, as CCW costs vary widely from $7.50 up to $20 per year. The state does have a law that makes it a "shall issue" so no county can keep legally qualified from getting one. They SHOULD have legislation that makes it mandatory for all applicants to be checked before issue.

I was informed and the way I understand it, Alabama is moving to a constitutional carry state. Their issued permits are considered enhanced for reciprocity .

We do not have constitutional carry nor do we enjoy reciprocity with all states. On a recent trip to PA I was legal in all states we passed thru except for PA and a very few miles of unplanned travel thru MD.
There is no training requirement for CCW here so some states don't recognize our permits.
As for constitutional carry, we had a bill before the legislature in the last session. It was opposed by some sheriffs and did not pass vote or may have never gotten to the floor (can't remember which).

The sheriff of a county, upon the application of any person residing in that county, within 30 days from receipt of a complete application and accompanying fee, shall issue or renew a permit.......

Concealed Carry
Section 13A-11-73
Permit to carry pistol in vehicle or concealed on person - Required; possession of unloaded pistol in motor vehicle.
(a) Except on land under his or her control or in his or her own abode or his or her own fixed place of business, no person shall carry a pistol in any vehicle or concealed on or about his or her person without a permit issued under Section 13A-11-75(a)(1) or recognized under Section 13A-11-85.

(b) Except as otherwise prohibited by law, a person legally permitted to possess a pistol, but who does not possess a valid concealed weapon permit, may possess an unloaded pistol in his or her motor vehicle if the pistol is locked in a compartment or container that is in or affixed securely to the vehicle and out of reach of the driver and any passenger in the vehicle.

All the above comes directly from ALEA and copied from the official State of Alabama website.
Open carry is allowed in Alabama without a permit. Constitutional carry is not provided for in Alabama law. The law, as shown above, does require the Sheriff to do a background check before issuance of permit. If any sheriff in the state is issuing without proper BG check then said sheriff should be prosecuted and removed from office.
