Optics planet has 5-25x56 non illuminated for $850 new. I love the turrets on the Burris XTR II, but the glass is lacking. It is built like a tank though.

Based on your requirements, choosing anything else is just kind of missing the mark.

I ordered the RAZOR HD GEN II 4.5-27X56 FFPEBR-7C MRAD today (thanks to Scott at Liberty Optics!). I decided I didn’t want to compromise on my new rig and wanted something I could grow with.
Well my old time gun-hoarding shooting buddy is pushing me towards Nightforce. I got in contact with them and with my mil discount, I can afford an SHV scope. Then there's the question of what model The only 1st focal plane model is the 4x14. From what I've read on reviews, the reticle is nearly useless at 4-7 power because it's so small. If I do a 2nd focal plane, I'm not with the times, but the 4x14 could be more useful, and then they have the 5x20-56.
I also need another kick in the pants to go mil/mil when my whole life of shooting has been with MOA. If I force myself into mils, I'll need a dope card and try to stop thinking in inches. Once I know how many mils required- it's just a matter of dialing in the turret (10 clicks to a mil)?
The SWFA ticks all the boxes too, I'm just worried about a demo showing signs of use. Hate to spend that much money when for a few bucks more the Nightforce can be mine, new.

I think if FFP and higher mag are important that would tilt the SWFA as the favorite. I wouldn't worry about the signs of use, if you are unhappy SWFA will take it back no questions asked.

Have you really been shooting MOA your whole life? Unless you have been using a scope with a MOA ranging reticle with MOA turrets that you dial for range, then you haven't been.
Many guys think they shoot in MOA when in fact they just adjust there duplex reticle scope to sight in and never touch the dials again. That is perfectly fine in many and most applications but just because the scope adjusts in moa when sighting it does not mean the shooter was shooting in MOA.
Yes, exactly that. When sighting in, I measure in inches on target and click the MOA turrets to adjust to zero. I never touch the dials after it's zeroed. That's why I want to play with a precision rifle, there's more to do. I think mils will be fine. My other "good" scope is an old Weaver tactical 3x10 that's in mils too. I was just getting cold feet.
You will be fine. You will have to learn either one anyhow as both are angular measurements. Once you understand how to apply one system, crossing over is easy as the principles remain the same between both.

Euro Optics Demo list can have some pretty good deals. They currently have some NF Illuminated SHV’s for sale in your price range...
I'm between the NF SHV 4-16x50 or the SWFA 5-20. I don't feel comfortable buying used. Sure there's a warranty, but maybe it's been dropped, or who knows what. I don't want to blow my budget and have issues. I can get the NF cheaper, so I'm leaning that way.
I'm not spending $200 on NF titanium rings. Warne okay? I have them on several rifles. I also need to figure out scope height for a Howa 1500 action on a 20MOA base.

Euro wouldn’t be selling them if they were jacked up. I purchased a Zeiss Victory RF 10x42 (Range Finding Binos) of Euro’s Demo list for $2200. (New $3600). NIB Condition. Original box, manual etc etc, Full factory warranty. If you hadn’t pulled them off a Demo List, you never would have known they weren’t brand new. Call them and ask them the condition before you buy. There’s some good deals on there.
I ran the $30 SWFA rings on my SWFA HD 5-20 the whole time I had it, and never had an issue.
Neither of the options you listed are bad ones. I loved my SWFA, and I have a buddy who runs an SHV and it's pretty sweet too.
I'll make one other suggestion that you may hate, but I'll give it a try anyway - if you get a good enough price on them used, just buy them both and sell whichever one you don't like. You won't lose much and you won't wonder which you should have got. Or find someone local who has one or both to see them in person.
Also, those SWFA sample list deals come with sun shade, caps, level, etc. That's hard to beat. But I'm not going to tell you that an SHV is a bad scope either. I think you've narrowed it down to two good ones.
Of the two, I do think the SWFA will have better glass, and there probably isn't a huge difference in build quality.

You could preorder a Meopta Optika 6 for well under your budget, options in 3-18, 4.5-27, or 5-30. The MRAD reticle like decent as well. I ordered a 3-18 yesterday for a hunting rifle but my budget limit was only $600.
That said, I've been enamoured with that P4xi Steiner since they hit the market. The reviews have been stellar and I dig everything about it, just not enough in the bank right now!

Learning Mils is easy.
Don’t sweat it.
Used for ranging targets.
Just google milling or ranging targets with reticle.
Most people don’t use it.
I rather enjoy trying to range unknown distance targets.

If you’re spending around 1k for an optic here’s my advice: All of these scopes will allow you to see the target you’re engaging. Some will have better glass. Some will have illumination. Some will have more travel. Not all are created equally in the durability and tracking department which in my opinion mean the most.
If you want durable and stellar tracking reputations I would consider only the following:
-Bushnell Elite tac series. Dmr, hdmr, lrhs, lrts, xrs, etc. depending on model you’ll have to buy used to hit your budget. Not an issue.
-Burris XTR2 4-20. Pick the reticle of your choice. Can be had new for less than 1k
-SWFA 5-20
-Anything NF
I’d buy all of the above used with confidence. They’re all supported with great warranties from good companies.

Yeah I took that off the list of important things since you said 99% of your shooting was mid-day at a bench.
The SWFA illumination is really poorly done and is not worth the $1500 they charge for it. I have not seen the SHV illumination. The SWFA is a crazy good value at $800-$1000, but loses its luster as a "value" above that point IMHO due primarily to lack of features, dated reticle, and poor illumination.
