Win 243 M70 safety help

Hi, Im refurbishing a 1977 (i beleive) Winchester M70 243 which has always had a faulty safety, stuck in Fire.
Any assistance on removing the safety would be greatly appreciated.
If I lock the firing pin with vice grips I can cycle the safety, but once released from grips the safety jams back to Fire setting.
Gun fires no problem but I would like to fix the safety before I re blue the action and reassemble.
