I think it is kind of like the wolf and griz management (cost & regs.) that is mandated by the US government onto the state for federal land within the state. There also was alot of special interst group input (Betty-Eco System Assn.) into the study leading up to the decision. Not to mention that "Mary the Supervisor & Misty the Deputy Ranger appear to have made the final decision.
Bottom line on shooting, the report stated that hunting/shooting alone would not adversly affect the population, but that it could lead to lead poisoning of black-footed ferret which is on the endangered species list.
