That not true at all. The US and UK banks had little money to loan out during the start of the Great Depression. International flows of goods and money and gold fell to near zero through much of the 30s.
It was Stalin's Russia and much of Eastern Europe who traded with Germany and helped re-arm the Germans and provided room for them to train.

Also, as you mention, the 2nd amendment was included to make sure that the people of the states would never be disarmed and could protect themselves from foreign and domestic threats; their other writings strongly suggest the people must retain this defensive power to ward off the possibility of a strong and power-hungry government that has grown tyrannical over time.
