I think it goes back to the 1940's, and a very popular president JFK.
His sister Rose had some "mental health issues" I guess you will say. When ole' Joe was in england before the war Rose was doing quite well, it was a very different enviroment. After the war started and they came back to the US did she start to fall apart, and if you know what happened to her, and you know the state of "mental health hospitals" of that era you can understand JFK's fears around them, even for someone as "connected" as that family. JFK started the "restructure" of mental health in this country when he became Pres. Likely because of Rose. I think his heart was in the right place, but did not think of the long term results of the ball he set in motion.
It is mental illness there is no doubt about it. And the attempts to justify it go back farther then the 40's with different end results. But if we have learned nothing else these people will keep trying, keep pushing. It is their bedroom after all......but that is not what they want in the end.
