In my definition of a royalty, it is not a gift or a bribe accompanying some work or research, its more an acknowledgment of work done well after the fact. And as Dr. Rand suggested, there be transparency of what the royalty is for.

Except, the work was done while you were employed by the US Government. Most employment agreements state any inventions made during your employment are the property of the employer. Government employees should not be receiving monies for what they did while employed.

I'm talking about University-based research, which may or may not be government funded.
I have been in that position, never got a dime of government grants nor were they my employer.
