I can only imagine how many victims out there who aren't vocal nor participate in forums to get their matters resolved.

That's what the BBB is exactly for. Why only 2 complaints posted there not helping to warm everyone of people don't actually post their grievances on the BBB for public record. Not everyone reads forums.
