While he is indeed retarded, your comment shows you lack knowledge about how groups are measured.
Holes are measured outside edge to furthest opposite hole's outside edge. Then bullet diameter is subtracted from that number. This is why it is possible to have a smaller group size than the caliber used.

A 1/4" group would be nearly a single hole, all shots not only touching, but overlapping.
It would be about a dime size hole with 5 shots of .224 diameter rounds.
You can't possibly measure the outside of a hole since it will be ragged no matter how clean it seems.
This is only an example, I was working up loads, these are .308s from one of my AR10/AR308 rifles.
Measure using that lower left impact.....yea, that raggedy ass hole.

It's real simple.
Turn the paper over and push the torn areas back in place. Voliá! You have a round hole again.
Turn the paper back over and measure group size, outside to outside. Subtract one bullet diameter.
Disclaimer: the holes are actually a bit smaller than the bullet diameter.
If you really care, you can measure based on that number.
Another little life hack for measuring groups and having generally cleaner shot holes is to use 3M Super 77 spray adhesive to glue your targets to the backer. I didn’t come up with this but picked it up in a Pat McNamara class.
No more ragged edges on shot holes, targets last longer if you’re taping or pasting them, and the targets tend to stay on the backer a lot better in the wind than tape or staples. It’s also about 5X faster to put a target up.
Here is an example of what it does for cleaning up shot holes for scoring:

You could easily measure that group from inside of the bottom left hole to the outside of the top right hole. That would give you the center to center measurement without any math.
And while yes, it wouldn't be perfect down to the .001, it's more than close enough. Also, you can easily get a group smaller than 1/4 with .224 bullets. Attached is from a .22 arc group that is under .2 (not saying the FB guy is shooting 1/4 groups consistently, just that it's not hard to do or measure).

Yeah there's a lot of truth to that. The tire kickers I try to avoid like the plague so not having Facebook definitely helps keeping that to a minimum.
