Ear brand foam ear plugs will do better than 15DB in the field as it pertains to firearms, because the products perform better at higher noise levels, and firearms users are only concerned with impulse noise (most of which occur) at over 140DB where these products typically outperform their lab specification ratings which are a sort of average of performance over a wide range of sound levels.
Poor application of the products is where you will see the largest risk. When shooting with the Army it becomes obvious that a lot of people are not properly inserting the plugs (many have them just half assed stuffed into their ears like cigarette butts). The plug is designed to be rolled, and inserted deep into the ear canal to the extent that it is a real pain in the ass to remove. Wearing ear muffs over hats and some eye protection will break or render less effective their seal to the head.
Howard Leight foam plugs improve on the std Army EAR brand by virtue of providing something to grip to remove the plug, and also with inproved performance (32DB) (Wearing these properly is like being near totally deaf).
Granted I understand their are some low-performing muffs, like Sordins which might have a real field protection of 15Db or less.

Agreed. The "State of the Art" electronic ear protection systems are still all obviously present during use. Nothing competes with the situational awareness provided by un-impaired human ears.
