FV-SR won't extract shell unless fired.

I'm sitting here scratching my head trying to figure out whats going on with my bolt .22. If fired it cycles through all 10 rounds no problem, but if I draw the bolt back without firing it stays in the chamber and doesn't extract the round which is a pain since every time I pull the bolt back to check the chamber it will try to double feed forcing me to drop the magazine and use my pocket knife to try to gently coax it out. I've cleaned the extractor and every thing seems up to snuff. Any ideas?
 
Unlikely to be the rifling engaging the bullet, so I'd be looking for
carbon build up in the throat, that's grabbing the bullet when chambering
and preventing extraction. Time to break out the bronze brush
and solvent and work the firing chamber to clear the carbon ring.
 
^ that, and pop off carefully the retaining "C" clip for the extractors, take out the extractors and clean the channels, the extractor arms, etc.

then before reassembling, squeeze the retaining clip (the "C" clip thing) that keeps it all together ever so slightly - just enough to tighten it up, but not deform it.

same thing happened to me, that seemed to solve it, going strong for about a year now. my only theory is that the retaining clip relaxes after a while and doesn't have enough "pinching power" to take the unfired / unsquished shell out of the chamber. eventually, it will not extract the spent shell either.
